2026-01-25 13:45 Recently, the Information Office of the Shandong Provincial Government held a press conference to introduce how Shandong is promoting the high-quality development of its textile and garment industry through the establishment of a leading workwear industrial base. The conference also provided an interpretation of the Action Plan for the High-Quality Development of Shandong’s Workwear Industry (2026–2028) (hereinafter referred to as the “Action Plan”).The Action Plan proposes that by 2028, Shandong will strive to cultivate more than five leading workwear enterprises with annual revenues exceeding RMB 3 billion, establish around five key industrial clusters, and build a modern workwear industry hub that is “rooted in Shandong, serving the whole country, and reaching global markets.”
A Solid Industrial Foundation Reinforces High-Quality Development
Wang Xiao, Deputy Director-General and Party Leadership Group Member of the Shandong Provincial Department of Industry and Information Technology, stated at the press conference that the textile and garment industry is a traditional pillar industry and an important livelihood-related industry in Shandong Province. Under the strong leadership of the provincial government, Shandong has implemented the “chain leader system” for key industrial chains, promoting simultaneous improvements in industrial scale, development quality, technological innovation, and livelihood support capabilities. The province has now established a complete industrial chain covering everything from fiber raw materials to brand operations, with more than 50,000 production enterprises and 22 national-level industrial clusters.
Today, Shandong’s workwear industry has taken a leading position nationwide. It has developed a complete industrial ecosystem with more than 5,500 enterprises and annual revenues of RMB 45 billion. The province has built China’s first and the world’s third arc-flash protective fabric testing laboratory, formed major workwear industrial clusters centered around Qingdao, Yantai, Weifang, and Weihai, and cultivated more than 500 independent workwear brands. The influence of the “Shandong Workwear” brand continues to grow.
Abundant Innovation Achievements Empower the Entire Industrial Chain with Advanced Products
The stringent requirements of workwear for flame resistance, anti-static performance, abrasion resistance, and comfort have become a powerful driver for technological innovation throughout the textile industry chain.
At the fiber level, from spandex, aramid, and ultra-high molecular weight polyethylene (UHMWPE) fibers to graphene fibers, alginate fibers, and lyocell fibers, Shandong’s textile materials industry is accelerating its transformation toward high-performance, functional, and sustainable solutions.
Among them, Ever Biotechnology (Textile Industry Alginate Fiber Collaborative Innovation Center) has established two alginate fiber production lines that are among the largest in China in terms of scale and production capacity. With strong advantages in product quality and process stability, the company has demonstrated significant market competitiveness.
